New proposals concerning the agricultural credit guarantee

End January an AECM working group on agriculture took place in Bucharest on best practices in credit guarantee for farmers throughout the EU. Organized under the aegis of the Rural Credit Guarantee Fund (RCGF) of Romania, the meeting that takes place twice a year, provides a platform for exchange of experience between AECM members. Mr. Valeriu Tabara, Ministry of Agriculture, Mr. José Fernando Figueiredo, AECM Chairman, Mrs. Cornelia Mihai, Rural Development Director inside the Ministry for Agriculture and Rural Development (MARD), as well as a European Parliament representative which outlined the new guidelines CAP reform, also joined the group.

The purpose of the Bucharest meeting, that was also attended by representatives from Germany, Portugal, Croatia, Hungary, Lithuania and Italy, was the discussion of specific technical issues relating to loan guarantees to farmers, in particular in the context of the EU Common Agricultural Policy and structural funds programmes. “This exchange of good practices take place because every of us, in our country - the extent that we lack certain products that colleagues have implemented – to be able to implement them together with the commercial banks”, said Mrs. Veronica Toncea, RCGF General Director.

Each country presented its own operational procedures for granting guarantee to agro-food area beneficiaries, RCGF focused on guarantee schemes financed by the National Rural Development Programme (NRDP), a unique experience for other participating countries that have not used this financial engineering measure.
